The City of Groves, Texas requires various permits to be obtained by contractors that work within city limits. On occasion, a surety bond will also be required of the contractor that is to be filed with the Public Works Department Inspections Division.
Contractors that perform general construction jobs such as constructing or remodeling a building, removing, moving, or demolishing a building, and/or erecting signs that require a permit will need to also obtain a $15,000 Contractor Bond.
Also, any contractor that cuts or trims trees, shrubbery, or similar landscaping must acquire a permit and a $2,000 Green Disposal Bond.

The purpose of both the Contractor Bond and the Green Waste Disposal Bond are to act as financial guarantees that the contractor will follow the regulations of their license or permit, as well as protect the City of Groves and its residents from economic damages.
As a contractor that is conducting general construction of buildings, structures, and/or erecting signs, you will be expected to of course follow the requirements of your permit, but also fulfill all contractual obligations that were agreed upon with your client. If a violation or breach of contract arises, and you fail to resolve the problem, the customer can take action to file a claim on your Contractor Bond. As for contractors that cut and trim trees, shrubbery, and any other forms of natural landscaping, you will simply be expected to perform your job up to the regulations of your permit and dispose of the green waste properly. If you fail to do so, the City of Groves or any other damaged party may file a claim on your Green Waste Disposal Bond to cover any financial losses that were caused, as well as the cost of hiring a new contractor to complete the green waste disposal job properly.
