The Florida Department of Highway Safety and Motor Vehicles (DHSMV) allows Class E driving exams (both the knowledge and driving skills portions) to be carried out by authorized third parties. As part of the Examination Agreement with the State, a $200,000 Third Party Driving Exam Administrator Bond is required to protect the DHSMV and driver license applicants from financial losses.
Third Party Driver License Testing Service Knowledge Bond or Driving Skills Bond ensures that driving exam takers and/or the DHSMV will be compensated if the administrator engages in fraud or misuse of funds.
The cost of a Third Party Driving Exam Administrator Bond starts at $2,000 with Jet. Rates will vary depending on credit scores and may require a review of business financial and personal financial statements.
Applying for your Class E Third Party Administrator (TPA) Bond is easy with Jet’s online application. You’ll be guided through the application, adding in required information: general business information and a social security number to be used for the credit check. Once you’ve completed that, your application will be submitted for review. A Jet team member will contact you if additional financial information is required.
After review, you will receive an email with your bond quote. The email will contain a link to purchase your bond instantly.
After your payment has been processed, Jet will prepare your Third Party Driving Exam Administrator Program Bond. A digital copy (and receipt of your purchase) will be emailed to you, while the physical copy is sent through the mail. When you receive your bond, you will need to sign it and submit it with your Application for Authority to Conduct Class E Third Party Administrator (TPA) Driver License Exams.
The address for mailing in the application and all additional documents is:
Department of Highway Safety and Motor Vehicles
Bureau of Motorist Compliance
Class E Third Party Administrator Program Office
2900 Apalachee Parkway, Room A208
Tallahassee, FL 32399
The bond form has a clearly defined term, which will terminate your bond on its expiration date. If you need to renew your TPA Driving Exam Bond to comply with the three-year term of granted authority, a continuation certificate can be used to extend the bond’s coverage during the term of authorization. If filing for a new three-year term of authorization, a new bond form will be needed.
To renew your TPA Driving Exam Bond with a continuation certificate, you will need to complete the renewal notice that is mailed and emailed over to you. Since this bond requires the submission of personal and business financial statements, these may be requested for review before a renewal quote can be offered. Once the quote is ready, it will be sent to you through email with a link for purchase.
