Notes:
The main intent of any surety bond is to afford protection to the public and the obligee (regulatory agency) against principal (dealer) wrongdoings that lead to financial harm. In the case of Washington Auto Dealer Bonds, on paper referred to as “Vehicle/Vessel Dealer, Vehicle Manufacturer, Registered Tow Truck Operator, or Wrecker Business Bond”, the Department of Licensing enforces this as a way for the public and themselves to be protected from fraudulent and negligent vehicle business actions—for example, a vehicle dealer tampering with the odometer. By the way, all 50 states require dealers to be bonded in some capacity.
Several regulations are in place to protect the public from dealers, manufacturers, wreckers, and tow truck operators, which can be found in Washington State Legislature, Title 46, Chapter 46.70.
