Why on earth does the City require a bond for a right-of-way project? Perhaps the City of Paris took a page out of the French Playbook and over-regulated this? Maybe, but the bond is for the financial protection of the City should the contractor not return the public spaces utilized to their original condition. The intent is for the City to stay beautiful and not for the City to have to pay for the contractor's negligence.
