Depending on the contractor’s licensure type, the local Planning and Community Development Department may also require a surety bond.

Once licensed, contractors are expected to follow all regulations pursuant to Chapter 3 of the City of Orange, Texas Municode, as well as fulfill any contractual obligations there were agreed upon with the client (e.g. the City themselves or one of its residents). The main purpose of a Contractor Permit or License Bond is to act as financial assurance to the Planning and Community Development Department that the contractor will uphold such requirements. Failure to comply can result in a number of penalties such as the revocation of the contractor’s licensure status and/or a bond claim. If a claim does occur, the applicable surety bond will cover any financial losses that have been incurred by the damaged party.
Let’s use a demolition contractor as an example: a requirement of the demolition permit is that the contractor must clean up the property once the building demolition has been completed. This means all debris must be removed and relocated/destroyed properly. Failure to fulfill this requirement may result in the Department filing a claim on the Demolition Contractor Bond. Funds from the bond are typically used to cover the cost of hiring a new contractor to complete the construction project up to City of Orange, Texas standards.
