If you are a contractor that is working within the City of Irving, Texas, you will be required to obtain a permit from the Planning and Zoning Department for your proposed construction project. Depending on the type of job, a surety bond may also be needed.
Contractors that work as house movers, build concrete structures, or erect signs will need one of the following applicable bonds: a $2,000 House Mover Bond, a $5,000 Concrete Contractor Bond, or a $5,000 Sign Contractor Bond.

As for license and permit applications, house mover, concrete, and sign contractors will need to complete the Contractor’s Annual Registration Form. A Right-of-Way Annual Registration Form is also available for contractors that are performing construction within a public right-of-way area. Both forms must be completed and submitted to the Department at the mailing address listed above.

The main purpose of each surety bond is to act as a financial assurance that the contractor will follow the regulations of their license or permit, as well as fulfill any contractual obligations that they have agreed to with the client. In cases where the contractor commits a violation or breach of contract and refuses to resolve the problem, the damaged party such as the City of Irving themselves or a private citizen may file a claim on the contractor’s bond to cover any financial losses they have incurred due to the contractor’s transgressions.
