The Garland City Engineering Department requires licensed contractors who are proposing right-of-way projects (i.e. public street, sidewalk, sewer, gutter, and/or electrical work) to obtain the proper permit and a $5,000 General Repair Bond. If you are only conducting a driveway/sidewalk project then the $1,000 Sidewalk Bond is required of the contractor, as well as the permit.

The General Repair Bond is required of contractors that are performing construction, reconstruction, repairs, and/or removal work in a public right-of-way area such as a street, alley, sidewalk, highway, or sewer/gutter system. The purpose of the surety bond is to financially ensure that the contractor will not only follow all right-of-way regulations and leave the construction area in its original state, but also to make sure that the contractor will uphold the one-year maintenance policy of the permit. Failure to fulfill these obligations may lead to the Engineering Department, or any other damaged party, filing a claim on your bond to cover losses incurred.
The Sidewalk Bond is similar in that it acts as a financial assurance that the contractor will follow permit regulations and fulfill all contractual obligations agreed upon with the client. The hired contractor must also maintain the sidewalk area, however, this is for a two-year period after completion of the driveway/sidewalk project. This means the contractor will be expected to repair any part of the sidewalk that was affected by the construction project at no extra cost to the client or city within this time period. If the contractor commits a permit violation or fails to hold up the requirements of their contract, the damaged party may file a claim on the bond to cover the cost of hiring a new contractor to complete the project properly.
Both the General Repair Bond and the Sidewalk Bond are known as permit bonds which are typically only needed for a term of one year. However, if your project goes beyond schedule, you may need to extend your permit and renew your bond.
Jet will send you a renewal invoice for your bond regardless of your project status. So if you are in need of renewal, all you need to do is complete the standard payment due and your bond will be all set for another term with the Garland Engineering Department.
