Contractors that are planning to install pipelines or utilities along or across a public road in Galveston County, Texas must obtain a Right-of-Way Permit with the local Engineering Department. To be approved for a permit, a $100,000 Right-of-Way Permit Bond is required of the applicant. The bond limit may vary determined by the County.

The Right-of-Way Permit Bond acts as a financial guarantee for Galveston County that the contractor performing the installation of pipelines or utilities in the public right-of-way will follow all county regulations, as well as fulfill the requirements of their permit. This includes restoring the construction area to its original condition, or even a better condition, once the right-of-way project has been completed.
Depending on the permit contract, the Engineering Department may require that the area is to be maintained for a certain period of time as well (typically one year following the completion of the project). If the contractor fails or refuses to fulfill these contractual obligations, the Department may use funds from the Right-of-Way Permit Bond to cover the costs of hiring a new contractor to finish the job properly.

The Right-of-Way Permit Bond cannot be cancelled. Once you have completed the project and received approval from the Engineering Department, the county will release the liability of your bond and it will officially cancel with Jet.
