Not all home inspectors need to be certified with the CCB, only those that inspect structural components. Residential contractors can obtain this certification to work as inspectors or an inspector can solely do inspections as a Home Inspector Service Contractor. 

Stand alone inspectors can avoid licensing tests and have reduced bond and insurance requirements. The home inspector bond has just a $10,000 surety bond limit as opposed to $15,000 for specialty contractors or $20,000 for general contractors. 

The CCB requires this bond as a financial safeguard for the benefit of the public, not the home inspector. Should the home inspector inflict damages to their customer or other interested parties through violations of code, negligence or fraud, then Jet will make payment to the damaged party (that is if the home inspector fails to do so first). 

The bond is meant to be a financial safety net for the public and  works like a loan for the home inspector if ever needed. The inspector will need to indemnify (payback the bond) if a bond claim payment is made.
