The Ohio State Cosmetology and Barber Board was created to manage the licensing and the regulation of Ohio cosmetology and barber businesses and ensure the protection of the public from violations of beauty-related businesses and schools. The Board’s enforcement of regulations extends to schools and colleges that provide cosmetology and barber schooling to the paying public.
Licensing and the acquisition of the $10,000 Cosmetology and Barber School Bond are required of cosmetology and barber schools to act as an assurance to the Board that education standards will be followed. The license bond also provides a guarantee that students will receive restitution for losses of prepaid tuition and fees even in cases of the school being unable or unwilling to refund such students.

Ohio cosmetology and barber institutions that provide post-secondary education to paying students must follow an extensive amount of licensing regulations and State legislation? this includes the Ohio Administrative Code Chapter 4713-3: Schools, as well as Chapter 4713: Cosmetologists and Chapter 4709: Barbers of the Ohio Revised Code. Failure to do so may result in large fines, license suspensions or revocation, school closure, and/or civil action that can lead to a claim on the school’s Cosmetology and Barber School Bond.
Cosmetology and barber schools must issue students a refund of prepaid tuition or fees within 45 days of the cancellation of a course or program, a student’s withdrawal from a class or the school entirely, or the closure of the school. If the school fails to do this, the student and their parent(s) or guardian(s) may file an official complaint with the Ohio Cosmetology and Barber Board.
All complaints will be reviewed and investigated by the Board. If the complaint is found to be valid, the Board can inflict their own penalties onto the school and may recommend the student to take civil action against the school as the Board cannot file a bond claim on behalf of a student. If civil action is taken by the student and the judge rules in their favor, the school’s Cosmetology and Barber School Bond will be used to reimburse the student for all unearned tuition and school fee losses.
If you receive a court-ordered claim notice, immediately contact Jet with all available information and documentation as we will need it for our own investigation. Once notified, the Jet team will begin by briefing you on how our claim process works and proceed with a review and examination of all provided information.
Justified Cosmetology and Barber School Bond claims will be paid out by Jet, up to the $10,000 bond limit. Any payout from the bond is considered to be an extension of your own credit, meaning you are responsible for reimbursing Jet for the claim paid out on your behalf. Failure to do so will result in future difficulties securing surety bonds, specifically the Cosmetology and Barber School Bond which is required for licensing of all cosmetology and barber schools or colleges in Ohio.
