Why Does Columbus Require Surety Bonds?

In general, bonds are issued to prevent the public or regulatory agencies from being injured by actions committed by the license or permit holder. Any person that suffers monetary loss or damages can file a claim against the licensee/permittee to be refunded should the license holder refuse to make restitution.

$25,000 Contractor License Bonds

Contractors are an especially over-regulated group. In Ohio, most cities (Columbus included) use a surety bond as a protection from negligent or fraudulent acts committed by contractors. A third party surety (Jet) guarantees a payout to damage parties when contractors do not uphold their warranties or fail to complete work. The following classifications of contractors are required to file the $25,000 Contractor Bond with Columbus:

Contractors must follow the provisions of Title 33 and Title 41 of the Columbus City Codes as it applies to them. This means completing projects to avoid leaving unsafe sites behind or defrauding customers.

$5,000 Professional Fundraiser Bond

Professional fundraisers must comply with the Columbus City Code Chapter 525 and keep accurate copies of contracts for three years. This bond allows the City to investigate fundraising records and prevent fundraisers from engaging in theft or fraud. This bond will always expire on March 31st.

$1,000 Itinerant Vendor Bond

Itinerant vendors, temporary merchants, or traveling salesmen need to get a license and Itinerant Merchant Bond to work within the Columbus city limit. The bond provides a way for people to get their money back if the vendor defrauds them; for example, falsely advertising a product and skipping town instead of giving out refunds or other violations of Chapter 517 of the Columbus City Codes

$5,000 Trucked Waste Discharge Permit Bond

This bond is a permit requirement for trucked waste dischargers who must follow Chapter 1145 and Chapter 1147 of the Columbus City Code. The bond makes sure that all fees and charges are paid for the use of the sewer system or damages made to the sewer system.
