Third Party Commercial Driver License Testing Centers are obligated to carry a $30,000 bond as part of their certificate requirement set by the North Carolina Department of Transportation. The bond is required by the North Carolina Department of Transportation to act as a fiscal guarantee for those damaged by fraudulent acts of the test center.

Jet guarantees one low annual yearly price for your bond with no hidden fees or a monthly option that will keep your bond active as long as you need it.
Yes, Jet will take care of this for you! An original signed and sealed bond must be on file with the North Carolina Department of Transportation (NCDOT) to become and remain in good standing as a CDL Testing Center. Once all information and payment has been submitted through Jet’s online bond application, Jet will file the bond to the NCDOT on your behalf.
If you are a new third party testing center applicant and sending in a certificate application to the NCDOT, Jet will give you the option to have the original bond sent to you directly. If this is the case, the original bond should be mailed will all other application paperwork to the following address:
North Carolina Department of Transportation
1501 Mail Service Center
Raleigh, NC 27699-1501
The North Carolina Department of Transportation’s mission is to connect and protect its citizens through education, safety sensitivity, and company accountability. Because of this, the NCDOT requires the Third Party CDL Testing Bond in order to ensure that testing center instructors and examiners will follow the responsibilities laid out for them by the Federal Motor Carrier Safety Administration (FMCSA). If a testing center misleads their customers, commits fraudulent activities related to conducting skill testing, or operates the center without a valid certificate, it can lead to damages to their current and past customers. The bond is in place to protect the customer if the above cases occur and will repay what is owed to them.
Commercial Driver License Testing Centers need to follow the rules and regulations put in place by the NCDOT as well as the FMCSA. These are listed out in FMCSA statutes Title 49, Part 383.75 and Part 384.228, which are quite extensive, so read through them carefully. You can also find the listed requirements to become and maintain third party testing center status on the 19A NCAC 03B .0706 statutes page and third party examiner testing status on the 19A NCAC 03B .0707 statutes page.
Some key reasons leading to a complaint include the following:
If the NCDOT finds you liable for any violations in accordance with the above rules and regulations pertaining to the bond, they will first contact you to address the violation. It is in the testing center's best interest to correct the violations if possible in order to avoid a bond payout and/or a cancellation of the certificate. It is important to note if NCDOT has to do any sort of retesting for licenses, because of a violation caused by the third party testing center then a claim will be filed in order to reimburse NCDOT and the testers.
The North Carolina Department of Transportation can begin an investigation upon their own accord, but more than likely it will be because they received a violation complaint from a student of the testing center. If the violation proves to be justified, the NCDOT may choose to file a claim on the bond.
Jet will immediately notify you once we receive an official claim notice from the NCDOT. A thorough review and investigation of the claim by Jet’s team will then commence. Although the Jet team does their best to protect customers from bond claims, this claim would be coming from a government agency, NCDOT, and there is only so much we can do when facing a claim that has already been validated by such an entity.
If the claim is proven to be justified by NCDOT and Jet, we will make payment that could potentially be up to the bonding limit of $30,000. The bond holder is ultimately responsible for the testing centers actions and must reimburse Jet for paid out claims. Failure to do so will result in difficulties in obtaining future required Third Party CDL Testing Bonds.
Jet’s bond application is quick and easy! The online application will ask for some basic information including the testing center owner’s social security number. A required soft credit check will commence and be done within seconds. Once the application and payment has been completed, Jet will send the original bond for filing to the address of your choice.
PURCHASE THIRD PARTY CDL TESTING BOND
Not with Jet! If you choose our monthly payment options, there is no need for a bond renewal. Plus the bond will remain active for you to have on hand when your annual certificate renewal occurs.
If you are making annual payments for this bond, Jet will send a renewal invoice prior to the bond’s expiration. We do not require any extra paperwork, payment will be all that is needed.
Yes! You can cancel this bond at any time. Just send a cancellation request to us (email is fine), and we will take care of contacting the NCDOT. When the cancellation request is accepted by the NCDOT, there is a 30-day period in which the bond will remain active following the date of the mailed request.
If the monthly payment option was chosen, Jet will still have to charge for that 30-day period due to the bond still technically being active.
No other bonds are required. The NCDOT does require Third Party CDL Testing Centers to obtain other forms of insurance. You can find the NCDOT insurance requirements listed on the 19A NCAC 03B .0714 statutes page.
