Facilities that offer public and/or private solid waste services within Seminole County, Florida must hold an active Certificate of Public Convenience and Necessity. You may be required by the Solid Waste Management Division to acquire a Solid Waste Collection Bond if it is found that your business has illustrated a faulty payment history in the previous 12 months.
In addition, A Dredge and Filling Permit Bond may be required of contractors who have been permitted to perform the construction of a building, dock, floating boat dock, pier, seawall, or any other structure in or near Seminole County waters.
According to the Solid Waste Management Division, the Solid Waste Collection Bond limit must be equal to the sum of two months’ average billing for landfill and transfer charges or $10,000—whichever is greater.
The Dredge and Filling Permit Bond amount is determined by the Planning and Development Department.

Solid waste service facilities are expected to follow the regulations of their license pursuant to Chapter 235 of the Seminole County, FL Municode. Some of these terms and conditions include collecting garbage, receptacles, and commercial containers without disturbing the surrounding area, as well as paying all sums due to the county pertaining to landfill or transfer station charges and licensing or penalty fees. Failure to comply with these requirements, especially failure to pay fees, may result in the Solid Waste Management Division filing a claim on the Solid Waste Collection Bond. Funds from the bond may be used as compensation to the Division for overdue fees or to cover financial damages incurred by a claimant.
As for the Dredge and Filling Permit Bond, contractors are responsible for following all permit regulations pursuant to Chapter 70 of the Seminole County, FL Municode. If the contractor causes any unforeseen or negative effects to a body of water within the construction area, measures must be taken to resolve the problem. Failure to comply with the Planning and Development Department’s request to do so may lead to a bond claim.
