The contractor is responsible for following the terms of their state license and construction permit—details regarding local regulations can be found in the Sarasota, FL Municode. Should violations against such rules occur, any damaged party (i.e. the City themselves or a past customer) may pursue a claim on the Contractor Bond. However, claims may only be made within one year from the completion of the construction project in question. 

The Contractor Permit Bond term expires annually on September 30th, so plan accordingly.
