In the City of Jacksonville, Florida, contractors may be required by the local government to obtain a surety bond to be eligible for various permits.

A $5,000 Sign Permit Bond is needed before a permit to erect, place, construct or repair a sign over eight feet tall may be granted by the Building Inspection Division.

A Right-of-Way Bond must be filed with the Development Services Division as a prerequisite to being issued a permit for construction upon a public road, right-of-way, or easement.

As for the Right-of-Way Permit Bond, a standard $5,000 limit is typically required by the Division. However, if the construction to be completed is 1,000 linear feet or greater in scope or if it is part of an off-site improvement associated with an approved development, the bond limit must be equal to 100% of the estimated total cost of the permit project. 

Contractors may purchase up to a Right-of-Way Permit Bond at the promised price of $100 for a one-year bond term for bond limits up to $10,000. Holders of a sign permit are expected to follow all regulations pursuant to Chapter 326 of the Jacksonville Municode. Should a permit violation occur or if damages are caused to city/private property and remain unresolved by the contractor, a claim may be pursued against the Sign Permit Bond. Funds from the bond will act as a means of restitution to any harmed claimant.

As for the Right-of-Way Permit Bond, the contractor is responsible for upholding permit obligations and following the rules stated in Chapter 744 of the Jacksonville, FL Municode previously mentioned.
