General and specialty field contractors looking to operate within Hernando County, Florida must first apply for a Contractor Class Certification with the local Building Division. To be approved for licensure, and to maintain it, a $5,000 Contractor Certification Bond is required of the applicant.
In addition, the County’s Utilities Administration requires a $25,000 Sewage Disposal Bond to be licensed as a commercial solid waste or recycling business.

If you are applying for certification within a general contractor field (i.e. building, residential, plumbing, sheet metal, roofing, solar, etc.), the Contractor Class Certification Application must be completed. As for specialty fields, such as demolition, excavation, masonry, insulation, electrical, or natural gas, the Specialty Certification Application is to be completed. Similar to the previous bond, the original signed and sealed Sewage Disposal Bond form and the completed Application for a Commercial License are to be submitted to the county’s Utilities Administration at the following mailing address:

The Contractor Certification Bond financially assures the Building Division that all license regulations pursuant to Chapter 8 of the Hernando County, FL Municode will be upheld by the contractor. If the licensee commits a violation (e.g. negligence, poor workmanship, use of defective materials, property damage, etc.), the contractor must begin to reconstruct, repair, or replace the work in question within 48 hours of notice from the Division Inspector to do so. If the contractor is unable or unwilling to fulfill this obligation, funds from the bond may be used to cover the damaged party’s financial losses. As for the Sewage Disposal Bond, the licensee is expected to follow all solid waste and recycling regulations pursuant to Chapter 28 of the Hernando County, FL Municode. If any environmental damage or public health threat is caused by the licensed business and remains unresolved, the Utilities Administration may file a claim on the Sewage Disposal Bond to cover the financial losses incurred by Hernando County and its residents.
