Permit Bond limits are determined by the Public Works Department Director. The Right-of-Way Bond limit is based on the type and extent of construction to be completed, while the Driveway Permit Bond amount must be equal to or greater than three times the estimated cost of the work to be done.

Right-of-Way Permit Bond: The surety bond is a prerequisite to obtaining a permit for the temporary obstruction to a public right-of-way or a permit for utility work within a right-of-way area. The bond financially guarantees that the right-of-way area will be restored to its original or a better condition once the permit project has been completed and that any damages caused by the contractor will be repaired immediately. Following the execution of the construction work, the contractor also agreed to perform maintenance to the area for a period of 18 months upon the Public Work Department’s request.
Sidewalk, Curb, or Gutter Contractor Bond: A surety bond is required of contractors that lay sidewalks, curbs, or gutters within city limits. The bond financially ensures that the contractor will remove and replace any defective or damaged sidewalks, curbs, or gutters that they had installed within 30 days of notice from the Department. This agreement is only valid for one year following the completion of the contractor’s work.
Contractor Hard Rock Substitution Bond: A surety bond is required of a contractor if a property owner is choosing to substitute lime rock for hard rock during road work construction. Approval from the City Manager is required and a separate $500 Contractor Hard Rock Substitution Bond is needed for each piece or parcel of sidewalk laid with the hard rock substitute. The contractor is responsible for the maintenance of the hard rock laid for a period of five years following the completion of the construction project—the bond financially ensures that this condition is upheld by the contractor.

Driveway Permit Bond: Unlike the previous surety bonds, this bond is required by the city’s Building Inspection Division and is a prerequisite to obtaining a permit for removing and/or building a driveway. The bond financially guarantees that all permit obligations and construction standards will be met by the contractor.
