A contractor who is making road cuts in the public right-of-way in Escambia County will need to file a Right-of-Way Permit Bond or a Road Restoration Blanket Bond. Either bond is used as a method of reimbursement to the County of Escambia in the case of a contractor leaving the site of improvements incomplete.
Right-of-Way Permit Bonds are issued for each permit that’s approved. The County allows contractors to purchase a Road Restoration Blanket Bond to conveniently cover all work within a year, instead of having to obtain an individual bond for each permit.
The County may also require a $10,000 Itinerant Vendor Bond to protect the public from financial losses from a vendor’s fraudulent actions. An Outdoor Entertainment Event Bond is needed to reimburse the County for any damages before or after the event that the permit holder fails to pay.

The County of Escambia requires a Road Restoration Blanket Bond or Right of Way Permit Bond any time that improvements require cutting, altering, or disturbing the paved portion of the public right-of-way (county roads or highways, or even drainage swales, road shoulders, or berms). The bond provides a way for the County to be indemnified should the contractor fail to finish the project according to the permit or maintain the site within the guarantee period—one year after the work is completed (regardless of whether the bond is issued for one permit or is a blanket bond). Cancelling the bond may be possible by giving the County 15 days’ notice; however, the County may not release the bond until work is completed.
The Itinerant Vendor Bond is used as reimbursement for damages caused by wrongful or fraudulent actions of an itinerant vendor (sometimes called a peddler or itinerant merchant). Any person that suffers from such actions can file a claim against the bond.
The Outdoor Entertainment Event Bond protects the County from having to pay the cost of cleaning up after the event or paying for any damages during the set-up for the event. If the permitholder fails to pay for any damages they caused, the County will take action on the bond.
