Once construction has been completed upon a public water, wastewater, or reclaimed water facility that is located within a right-of-way area or easement, the Clay County Utility Authority requires a Water and Wastewater Bond to be obtained by the contractor.
The Water and Wastewater Bond has a custom limit that is determined by the Utility Authority. Typically the bond amount is based on the cost of maintaining and repairing the construction that was completed by the contractor.
At Jet, the cost of the Water and Wastewater Bond is a small percentage of the bond limit and is based on a soft credit check of the contractor. In addition, a review of the contractor’s business finances may be needed for a larger bond limit (over $50k).

According to the Utility Authority, once construction upon the water, wastewater, or reclaimed water facility has been completed, the contractor is expected to maintain and repair their work for two years following the county’s final inspection of the project. If Clay County finds that the improvements constructed by the contractor are faulty or defective within this designated time period, the contractor is responsible for fixing such damages. In cases where the contractor is unable or refuses to fulfill this contractual obligation, the county has the legal right to file a claim on the contractor’s Water and Wastewater Maintenance Bond. Funds from the bond will cover the cost of hiring a new contractor to complete the maintenance and repair work properly.
