Before the placement or restoration of a communications facility within a public right-of-way may begin in the City of Casselberry, Florida, the Public Works Department requires a $15,000 Right-of-Way Construction Bond of either the communications services provider or the contractor performing work on behalf of the provider.
In addition, a two-year term Right-of-Way Maintenance Bond is required of property owners or developers that have completed road construction within a public right-of-way.
These are separate bond requirements that guarantee the city will be protected from financial losses if the holder of the applicable engineering permit commits a violation.

Engineering permit applications are to be requested from the Department via the Engineering Permits webpage.
Holders of an engineering permit are responsible for upholding its requirements and must follow all applicable regulations pursuant to Chapter 68 of the Casselberry, FL Municode.
The communication services provider or hired contractor that has obtained the Right-of-Way Construction Bond has agreed that the communications facility placement or restoration work within a public right-of-way will be done within the permitted timeline (i.e. no more than 6 months) and will meet the quality standards required. Following the execution of the project, all maintenance requests by the city must be fulfilled by the permit holder for a period of 12 months. If damages are caused in any way or if a permit violation is committed, the Public Works Department may file a claim on the Right-of-Way Maintenance Bond. In most cases, funds from the bond will be used to cover the cost of restoring the right-of-way to its original or a better condition.
As for the Right-of-Way Maintenance Bond, the property owner or developer is expected to fulfill the following responsibilities for a period of two years following the completion of the road construction:
Failure to comply with the above terms and conditions of your permit may result in the Department filing a claim on your bond. However, if the final inspection of the right-of-way area is approved by the City Engineer (the inspection occurs 60 days before the end of the two-year period), the bond’s liability will be released and you’ll be free of this project.
